Dear neighbour,

Last week, we witnessed a disturbing assault on the Capitol Building in Washington DC, which houses the democratically elected Representatives and Senators that form the US legislative branch. While we have not seen activity on this scale in Ottawa, my office has received correspondence from community members asking about the designation of far-right extremist groups as terrorist organizations.

In the past couple of years, our government has already listed two white supremacist groups-Blood & Honour and Combat 18-as terrorist entities, the first far-right extremist groups given that designation by Canada.

Our Minister of Public Safety's office has said that intelligence and law enforcement agencies are actively monitoring and gathering evidence to designate groups such as the Proud Boys as terrorist entities. Minister Bill Blair has stated that he believes the Proud Boys meet all the criteria for terrorist activity. However, the listing of terrorist organizations is not a political exercise, but one that requires evidence, intelligence, and adherence to a legal process. I will be lending my support to ongoing efforts to ensure that extremist organizations are dismantled in Canada.

Meanwhile in Ontario, we continue to see an alarming surge in COVID-19 cases with active outbreaks in almost 40% of the province's long-term care homes. It is tragic and unacceptable that the situation in our long-term care homes has not improved since the spring. While long-term care facilities are not regulated under the Canada Health Act, our government is working with the provinces and territories to develop new national standards for long-term care as well as Criminal Code penalties for those who neglect or endanger seniors in their care.

Yesterday the Ontario provincial government declared a state of emergency and issued a 28-day "stay-at-home order" that takes effect on Thursday at 12:01 A.M.

Despite the emotional toll of recent events, I take comfort in the exceptional work being done by those on the front lines of national immunization efforts. Locally, Michael Garron Hospital has now administered vaccines to all residents of the 22 Long-Term Care and Retirement homes in its district. Paramedics have begun to receive the vaccine.

Last week, I had an excellent conversation with local physician, Dr Eleanor Colledge, who was very involved in establishing the assessment centre at Michael Garron Hospital. COVID-19 Vaccine Deployment

As of this morning, more than 399,854 doses of approved COVID-19 vaccines have been administered across Canada. In Ontario, this represents almost 74% of doses delivered. You can consult the COVID-19 Vaccine Tracker for updates on deployment of vaccine doses.

Ontario is on track to receive 80,000 doses of the Pfizer every week for the rest of January. Another 56,000 doses of the Moderna vaccine arrived in the province on Monday, in addition to the 53,000 doses of the Moderna vaccine that arrived at the end of December.

Quantities of both the Pfizer and the Moderna vaccine will scale up in February. And yesterday our government announced that we have secured an additional 20M doses of the Pfizer vaccine. This brings the total number of vaccines scheduled to arrive this year to 80M. By September, we will have enough vaccines for every Canadian who wants one. Officials with Health Canada say so far, there have been no reports of unexpected side-effects from patients vaccinated against COVID-19.

New Pre-departure COVID-19 Testing Requirements

Minister Garneau issued an Interim Order formalizing new COVID-19 testing requirements for all air travellers coming to Canada, and providing additional guidance to airline operators and the travelling public regarding the new pre-departure testing requirement that was announced on December 31. This Interim Order supports COVID-19 health requirements made by our Minister of Health under the Quarantine Act.

The new testing requirements came into effect on midnight on January 7, 2021. Regardless of citizenship, all travellers five years of age or older must now provide proof of a negative laboratory test result for COVID-19 to the airline prior to boarding a flight to Canada. The test must be performed using one of two types of COVID-19 tests - either a molecular polymerase chain reaction (PCR) or Loop-mediated Isothermal Amplification (LAMP) - and must be conducted within 72 hours of the traveller's scheduled departure to Canada. Antigen screening or other types of test such as Diffractive Phase Interferometry or Nucleic Acid Amplification are not accepted.

The Federal Housing Advocate is a full-time Governor in Council appointee, housed at CHRC, with specific responsibilities provided for under the National Housing Strategy Act. The Federal Housing Advocate's primary role is to independently monitor the implementation of the federal government's housing policy and to further the key principles of a human rights-based approach to housing.
